Prosthetics Representative

! . This position will be located in the Prosthetics Service. As a Prosth! etics Representative, you are responsible for the following duties to include, but not limited to:

Participate in the develop local organizational policies and procedures consistent with national policies and procedures

Authorize and prepare purchase orders

Develop Statement of Work (SOW) for service contracts; Monitor contracts for compliance to SOW and Joint Commission standards

Receive, analyze and process requests for prosthetic equipment and services

Identify and select national codes are entered for every item purchased through and/or billed to ensure proper reporting

Assist in the implementation of long and short term program goals

Responds to a variety of correspondence

Participate in local facility committees, workgroups, teams

Assist with the Implementation of new local and national guidelines

Develop tools that allow monitoring of a quality assurance program

Analyze! , review and evaluate the results of various monitors and databases

Confer with contractors and other health care workers

Analyze costs to develop cost containment initiatives

Coordinates specialty programs which include clothing allowance, Home Oxygen, Automobile Adaptive Equipment, Home Improvements Structural Alterations (HISA)

Determine eligibility; Review medical and administrative files of veterans

Conduct home and vendor visits

Implement applicable Joint Commission standards of care and patient safety goals

Coordinate specialty clinics which include wheelchair, amputee, Major Medical Equipment Committee, Preventive Amputee Care Team (PACT)

Procuring materials, supplies and equipment for inventory

Represents the department in public relations activities

Assists in the implementation of new directives, programs and policies

Work Schedule:
The tour of duty for t! his position is Monday-Friday, Administrative Hours

QUALIFICATIONS REQUIRED:
Basic Requirements:
Citizen of the United States.

Experience and Education

Experience. Three years of experience that demonstrates: knowledge of accounting methods; ability to analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; ability to compile, research, analyze, comprehend, and apply information or data; and ability to work as a team member in a group setting.

OR

Education. Education equivalent to a bachelorÂ's degree from an accredited university or college.

OR

Experience/Education Combination. Equivalent combinations of experience and education are qualifying.

Must be proficient in spoken and written English.

Grade Requirements:
Grade Determination. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:

GS-5:
Experience. None beyond the basic requirements.

GS-7:
Experience. In addition to the basic requirements, 1 year of experience equivalent to the next lower level (GS-05). In addition, the candidate must demonstrate the following Knowledge, Skills, and Abilities, (KSAs):

Advanced Entry Level Placement. See VA Handbook 5005, Appendix G17. Appropriate bachelorÂ's degrees include business; those in a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, orthotics, prosthetics, nursing, etc.; public administration; health administration; or those in related courses of study.

Demonstrated Knowledge, Skills, and Abilities (KSAs)

1. Ability to understand and apply procedures, regulations, and! laws.

2. Knowledge of procurement practices.

3. Know! ledge of appropriations and obligations relating to accounts.

4. Knowledge of general anatomy and medical terminology.

5. Knowledge of principles and practices of budget formulation and execution.

GS-9:
Experience. At least 1 year of experience equivalent to the next lower level (GS-07). In addition, the candidate must demonstrate the following KSAs:

Education. Education equivalent to 2 full years of progressively higher level graduate education or masterÂ's or equivalent graduate degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study.

Demonstrated Knowledge, Skills, and Abilities (KSAs)

1. Ability to maintain and control an inventory system.

2. Knowledge of methods to identify trends and causatio! n factors sufficient to analyze prepared data and gather information to inform and advise management.

GS-11:
Experience. At least 1 year of experience equivalent to the next lower level (GS-09). In addition, the candidate must demonstrate the following KSAs:

Education. Education equivalent to 3 full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited university or college in the field of business; a medical field, e.g., kinesiotherapy, occupational therapy, physical therapy, nursing, etc.; public administration; health administration; or those in related courses of study.

Demonstrated Knowledge, Skills, and Abilities (KSAs)

1. Knowledge of prosthetic programs related to at least 2 specialty programs as identified in 3a(4).

2. Ability to advise clinicians on the selection, prescription, and acquisition of a full range of prosthetic devices.
3. Ability to maintain liaison with prosthetic supply manufacturers! and dealers by inspecting their facilities and services, and participating in the award of prosthetic appliance contracts by providing advisory services to contract specialists.

4. Knowledge of investigative;research studies for newly developed prosthetic items in order to select pilot wearers, and compile data on item usefulness.

Grade Determinations:
Note: The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-05

to GS-11. The Professional Standards Board (a peer-review group) will review the selected candidateÂ's education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

PHYSICAL REQUIREMENTS: VISN 23 Prosthetics Integrated Service Line functions primarily within VA medical facilities; environmental exposures and physical demands vary across the health care systems. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting, with intermittent bending, pulling, and pushing. Movement between work areas within the health care system is expected. Occasional lifting of objects < 20 pounds may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing appropriate to the health care environment. The incumbent may occasionally be exposed to patients who are combative sec! ondary to delirium, dementia, or psychiatric disorders. The incumbent m! ust be a mature, flexible, sensible individual capable of working effectively in stressful situations, and be able to shift priorities based on patient and department needs.
