U. S. Citizenship DUTIES:
The Sioux Falls VA Health Care System is currently recruiting for a Full-time , permanent , Outpatient Psychologist , ( Serious Mental Illness Program (SMI) . This position will be located in the Mental Health Service Line. The Psychologist (SMI) Provider functions as the primary mental health provider and coordinator of the Serious Mental Illness/Social Skills Training Program, providing mental health prevention, assessment, treatment, management, and professional consultation service. The Psychologist (SMI) will report administrati! vely and clinically to the Outpatient Mental Health Supervisor in the M! ental Health Service at the Sioux Falls VA Health Care System.
As a Psychologist, (SMI), you are responsible for the following duties to include, but not limited to:
Psychodiagnostic services including personality, intellectual assessment as well as neuropsychological screening.
Provides direct patient contact including treatment planning, individual and group psychotherapy sessions, utilizing best evidence based techniques.
Provides clinical services through the use of telemental health/telehome technology and psycho-educational and supportive interventions, in conjunction with the Veteran, for spouses, family members/care givers.
Promotes communication/interactions between providers, other service lines, patients, and their families to facilitate the recovery process.
The incumbent will provide clinical supervision to students, interns, fellows, and residents. Will provide consultation and training to Psychology intern! s/Psychology students. Will participate in the training of medical students, residents, nursing students and fellows, as appropriate.
Conducts and completes compensation and pension evaluations.
Will represent the Sioux Falls VA Health Care System or health care systems at professional/program community group/events and committees where incumbent will serve as spokesperson for SMI/Social Skills Training within the VISN.
Participates fully in peer review, assessing the quality of professional psychology standards provided in the organization.
Responsible for identification of patient problems requiring consultation with other multi-disciplinary medical center staff and making appropriate referrals, returning Veterans' phone calls. Assures that appropriate referrals to specialty programs, including community resources, are accomplished. This may include ordering consults (i.e., Addictions, Post traumatic stress, Compensated Work Therapy, Ho! meless, Day Treatment Vocational Rehabilitation, and Long Term Care).
Accountable for practice, including entering Veteran encounters, measuring outcomes to interventions, and meeting productivity standards. Engages in program development, implementation and coordination of SMI/Social Skills Training.
Responsible for timely completion of all clinical charting and documentation required by the Medical Center or health care system, as appropriate. Serves on Medical Center or health care systems, VISN, and/or National VA committees or task forces, as assigned.
Assumes responsibility for professional development by attending relevant training and regularly reviewing the literature to improve clinical competencies. Provides leadership, guidance and consultation to staff on units to which incumbent may be assigned.
Serves as a consultant to other medical center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.
Will oversee the establishment of program monitors and outcome measurements within programs assigned using a data-driven quality assurance process.
If applicable, plans and oversees the completion of research programs, designed to provide information regarding program planning and relevant treatment approaches.
Will present outcome data and research results at VA and regional or national scientific or professional meetings as applicable.
Work Schedule: The tour of duty for this position is typically a day tour, Monday-Friday; flexibility in tours and days of week will be required. Services may be provided to Community Based Outpatient Clinics (CBOC). Travel will be required.
Relocation Expenses: Relocation expenses are not authorized for this position.
QUALIFICATIONS REQUIRED:
Basic Requirements:
Citizen of the United States.
Must be proficient in spoken and written English.
Education : Must hold a doctoral degree in Psychology fro! m an accredited college of university approved by the American Psychology Association (APA). The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed, AND Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
Licensure : In addition to the education requirement, the incumbent must hold a full, cur! rent, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. Exception: The Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed. Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment.
Note : Supervision and oversight under a licensed psychologist is required for a psychologist assuming this position at the GS-11 level. At the GS-12 level, unlic! ensed psychologists practice under the required supervision of a licens! ed psychologist, but with less need for consultation than that at the GS-11 grade level. At the GS-13 level, psychologists are licensed at the doctoral level to practice independently with full clinical privileges, and requires minimal supervision and oversight.
Grade Requirements:
GS-11: None beyond the basic requirements.
GS-12 - In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following knowledge, skills and abilities: knowledge of, and ability to apply, a wide range of professional psychological th! eories and assessment methods to a variety of patient populations. Ability to develop coherent treatment strategies and to incorporate new clinical procedures. At the GS-12 level, unlicensed psychologists practice under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level. They may be assigned to any program area.
GS-13: Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the next lower grade level. Experience would be gained by the ability to organize work, set priorities, delegate tasks and meet multiple deadlines. Ability to provide supervision in areas related to behavioral health and social services provision in order to acc! omplish program goals and objectives. Knowledge of, and ability to appl! y a wide range of professional psychological theories and assessment methods to a variety of patient populations Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. Knowledge of clinical research literature. At this level psychologists are licensed at the doctoral level to practice independently in the provision of psychological services consulting with peers and supervisors as appropriate. They diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities and provide adjunctive interventions for treatment of medical disorders. Among the modalities provided are individual, family, and group psychotherapies, and other interventions such as biofeedback, psychological hypnosis, and environmen! tal interventions. They consult with medical center staff on a wide variety of patient care issues. May be involved in program evaluation and/or research activities.
NOTE : The Professional Standards Board (a peer-review group) will review the selected candidateÂ's education and experience and recommend the grade and step at which the candidate will be placed. The salary is based on the grade and step approved for the selected candidate.

PHYSICAL REQUIREMENTS: Work is primarily sedentary involving periods of moderate to heavy computer usage. Daily
intermittent walking, standing, bending, stooping, reaching, carrying of lightweight items, and accessing transportation, and/or driving a g! overnment vehicle.
