The Sioux Fal! ls VA Health Care System (SFVAHCS) is currently recruiting for a Part-time , Permanent , Psychologist, (Outpatient) . This position will be located in the Mental Health Service. As a Psychologist, (Outpatient) , you are responsible for the following duties to include, but not limited to:
It is the responsibility of the clinical/counseling psychologist to participate in, and assume primary responsibility for, the evaluation and treatment of Veterans for psychological evaluation and/or treatment services. In these capacities, the incumbent independently applies a wide range of professional knowledge of psychological principles, methods, instruments, and techniques to patients' problems. In addition, the incumbent participates in multidisciplinary conferences to develop appropriate treatment plans, goals, and objectives for patients. This work will be done according to professional guidelines and in accordance with requirements of the SFVAHCS and of accrediting bodies! including Joint Commission (JC) and Commission on Accreditation of Rehabilitation Facilities (CARF).
The incumbent is solely responsible for the independent implementation of the full range of psychological principles and techniques in patient treatment, whether it be on a group, family, or individual basis, and to use his/her professional training and judgment as to the particular technique, situation, and time frame for implementation. The clinical psychologist plays an active role in consulting and teaching throughout the hospital and clinic and actively participates in in-service training programs. Because of the SFVAHCS's various affiliations, the incumbent is involved in teaching both psychological science and clinical skills and principles to medical students, residents, and psychology interns, as well as graduate and undergraduate psychology students.
The incumbent conducts group, individual, marital, and family therapy. In providing these varied ! forms of psychotherapy, the psychologist utilizes high technical skills! in appropriately recognizing and responding to nuances in verbal, motor, psycho motor, and psycho physiological manifestations of emotional conflicts which develop between individuals in such relationships. All clinical activities will be consistent with the incumbents specific clinic privileges. Provision of services may need to be done via video teleconferencing. Services may be done in Primary Care as part of Mental Health/Primary Care integration.
The incumbent is knowledgeable about and willing to engage in Evidence Based Therapies Clinical duties to include performance of both routine and extensive or specialized psychological evaluation of patients. When engaged in psycho diagnostic evaluation, incumbent independently conducts and documents clinical interviews.
The incumbent is familiar with, selects from, and administers a wide variety of psychological evaluation instruments to assess intellectual capacity, personality attributes and functioning, ! other aspects of central nervous system functioning, to determine the presence of either psychiatric or organic central nervous system (CNS) illness, and to document the results of such assessments and provide diagnostic information and recommendations for treatment and management.
The incumbent performs Compensation and Pension evaluations, when needed to do so.
Ongoing evaluation and assessment of current therapeutic programs, analysis and integration of this information leading to program modification or development of new programs, and basic and clinical psychological research pertinent to the psychological functioning and treatment of veterans is essential to the institution. The measurement and analytical skills of a clinical psychologist are uniquely fitted to this task. Therefore a portion of the incumbents time can be devoted to gathering, managing, and assessing data to ensure that the quality of care is high and is constantly improved.
! A portion of the clinical psychologist's time is devoted to supervision! of psychology interns and students in their various practicum assignments and research activities. A portion of the incumbents time may be devoted to the clinical instruction of University of South Dakota School of Medicine medical students and psychiatric residents during classroom and clinical training with the medical school and during rotations at this hospital.
The incumbent may also be involved in the psychology internship training program at the Sioux Falls VAHCS. As an expert in human psychology and relationships, the incumbent may provide specialized training and workshops to enhance institutional functioning, including participation in patient management conferences, conflict resolution workshops, and other special duties as requested by management. In accordance with the special professional research skills that psychologists possess, the incumbent may perform ongoing evaluative functions directly or as a consultant to other services to provide planning! , data gathering, or statistical analysis in accordance with the scientific method. All such work will be consistent with station policy and missions with prior approval by Mental Health Site Director. Research involving human subjects will be reviewed through the appropriate Institutional Review Board (IRB).
Work Schedule: The tour of duty for this position will be primarily administrative hours. Evenings, days, and weekends will be required; flexibility in tours and days of week will also be required.
Relocation Expenses: Relocation expenses are not authorized for this position.
QUALIFICATIONS REQUIRED:
Basic Requirements:
Citizen of the United States .
English Language Proficiency required.
Education : Must hold a doctoral degree in Psychology from an accredited college of university approved by the American Psychology Association (APA). The specialty area of the degree must be consis! tent with the assignment for which the applicant is to be employed, AND! Have successfully completed a professional psychology internship training program that has been accredited by APA. Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.
Licensure : In addition to the education requirement, the incumbent must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
Exception: T! he Secretary may waive the requirement of licensure for an individual psychologist for a period not to exceed 2 years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is so licensed. Non-licensed psychologists who otherwise meet the eligibility requirements may be given a temporary appointment as a graduate psychologist under the authority of 38 U.S.C. § 7405 (a) (1) (D). Failure to obtain licensure during that period is justification for termination of the temporary appointment. This may result in termination of employment.
Note: Supervision and oversight under a licensed psychologist is required for a psychologist assuming this position at the GS-11 level. At the GS-12 level, unlicensed psychologists practice under the required supervision of a licensed psychologist, but with less need for consultation than that at the GS-11 grade level. At the GS-13 level, psychologists ar! e licensed at the doctoral level to practice independently with full cl! inical privileges, and requires minimal supervision and oversight.
Grade Requirements:
GS-11 : None beyond the basic requirements.
GS-12:
Experience: In addition to the basic requirements at the GS-11 level, you must have at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure.
In addition, the candidate must demonstrate the following knowledge, skills, and abilities:
Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations.
Ability to develop coherent treatment strategies.
Ability to incorporate new clinical procedures.
GS-13 :
Licensure : Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.
Experience : In addition to the experience requirements at the GS-12 level, you must have at least 1 additional year of experience as a psychologist equivalent to the next lower grade level.
In addition the candidate must demonstrate the following knowledge, skills and abilities:
Knowledge of, and ability to apply a wide range of professional psychological theories and assessment methods to a variety of
patient populations.
Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.
Knowledge of clinical research literature.
Grade Determinations:
! Note: The full performance level of this vacancy is GS-13. The a! ctual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13 .
